With regional roots dating back nearly 50 years, Richland Industries, LLC has evolved to serve a national client base with three complementary but distinct business units: Contract Manufacturing, Industrial Services, and Commercial Construction. As a privately-held family owned company with nearly 500,000 sq feet under roof, Richland has the resources, experience, and agility to serve our clients’ needs.

Richland Industries Contract Manufacturing Division is a full-service build-to-print contract metal manufacturer with extensive capabilities that include large-scale metal fabrication, precision cutting, CNC breaking/bending, certified ASME Section IX welding, and CNC/manual machining, as well as sand blasting, wet paint, and powder coating.

With a focus on our commercial and government customers, Richland Industries Industrial Services Division provides a range of services regionally to assist companies with their maintenance, mechanical, and electrical service requirements. Richland also offers large-scale rigging capabilities. Additionally, Richland’s Industrial Services Division manages multi-million dollar base service contracts for the US Government.

Richland Industries Commercial Construction Division provides a full range of services that include pre-construction, general contracting, design-build, design-bid-build, and construction management. Richland has experience with new builds and renovations principally in commercial, industrial, infrastructure, municipal, retail, and medical facilities.

Richland Industries maintains ISO 9001:2015 Quality Certification and is proud to be a certified Service-Disabled Veteran Owned Small Business (SDVOSB). Additionally, Richland is a certified HUBZone entity as well as a registered Tennessee Disadvantaged Business Enterprise (DBE). Richland’s contract experience includes government contract mechanisms such as Simplified Acquisition of Base Engineering Requirements (SABER) and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.

JOE WHELAN, CEO/Owner

Joe purchased Richland Industries in December 2018 and serves as the CEO.  Prior to entering private industry, Joe served 21 years in the U.S. Army as an Infantry and Special Forces Officer. Subsequently, Joe served as the Vice President of Strategic Growth at Delek US/MAPCO Inc. for 3.5 years before joining Military Systems Group, Nashville, TN, in 2015 as the President and Owner.

Joe possesses a Juris Doctor degree from the University of Tennessee and is licensed to practice law in the State of Tennessee.  Additionally, he holds a Bachelor’s of Science in Business as well as Masters degrees in Business, Education, and Strategic/Operational Planning.  

ROB FORTE, VP/General Manager

Rob joined Richland in June 2023 as Vice President and General Manager.  Rob graduated from the US Military Academy and served for 26 years as an Infantry Officer. In private industry, Rob served as plant manager and director of operations at Olin Brass and as a General Manager with Reddy Ice. Rob’s most recent position was Vice President of Operations and Manufacturing responsible for manufacturing, sourcing, purchasing, inventory management, quality, distribution, and customer service for Sestra Systems.

MIKE DUNCAN, Director of Industrial Services

Mike joined Richland Industries in 2019 and has 25 years of experience in the field of industrial manufacturing setup and services. In 2004, Mike graduated from TCAT Pulaski with a degree in industrial electricity and advance PLC programming. Mike has a certification in fluid power. Mike leads the Industrial Services Department and oversees rigging, industrial electrical and industrial plumbing/pipefitting. Mike and his team are experts at turn key Injection Mold Machine (IMM) installation and moves as well as high voltage power services.

RUSS WHARTON, Construction Business Unit Manager

Russ Wharton is a Certified General Contractor and Licensed Professional Engineer with over 30 years of diverse construction experience in the fields of civil, environmental and geotechnical engineering, municipal/government infrastructure and architecture projects and alternative energy fueling systems. He joined Richland Industries in 2022.

Russ has extensive experience in the petroleum, healthcare, commercial/retail industries as design consultant, Owners’ Rep, Construction Manager, and National Account Management roles. Russ has extensive background in managing national Program Management rollouts with extensive entitlement and permitting experience. Having worked on projects ranging from Superfund assessment and remediation, river port developments, alternative energy fueling and ground up medical facilities, has provided him a unique operational perspective on due diligence, project critical path development and problem solving on the clients’ behalf.

Russ holds a BE in Civil/Environmental Engineering from Vanderbilt University and is Richland’s General Contracting Registered Agent in multiple states throughout the US. Russ is active in his community through Rotary International and Freemasonry
